Watchlist
Flag users; get alerts when they join or speak.

What it does
Staff mark a user as watched. When they join or send a message, ModShield posts to alert_channel_id (5‑minute cooldown per kind). Optional outbound webhook event watch.
Configure
Dashboard → Watchlist, or slash /watch add|remove|list. Enabling requires an alert channel (or a mod-log channel as fallback when using slash).
