Attachments
Optional rules (all 0 / empty = off):

Trips use the same action path as text rules (delete / strike / timeout / jail).
Rules
Blocklist modes: substring, whole-word, or regex (compiled once, size-limited). Plus caps ratio, mention spam, emoji spam, zalgo, and duplicate-message tracking.
Actions
Each rule maps to delete / warn / timeout / jail with the shared strike and case pipeline. Exempt roles and channels as usual.
