Let members flag users to staff with /report.

What it does
Anyone can run /report user reason when the plugin is enabled. Staff get an embed in staff_channel_id. Optional Case note on the reported user + mod-log. Cooldown per reporter reduces spam.
Configure
Dashboard → Member reports. Set enabled, staff_channel_id, optional min_reason_chars, cooldown_secs, log_case.
