Why teams turn it on
Low drama
Alerts go to a staff channel — members never see the flag.
Context preserved
Each entry stores a reason so the next mod on shift knows why the person is watched.
Not spam
Per-user cooldowns stop a chatty watched user from flooding the staff channel.

Outbound webhooks can receive the same watch events as the channel alert.
How it works
1. Staff add a user
/watch add or the dashboard watchlist form — optional reason.
2. They join or speak
If enabled, ModShield posts a short alert with the stored reason.
3. Staff decide
No automatic ban — the list is signal, not punishment.

Can members see the watchlist?
No. Only staff with dashboard or Manage Server slash access manage it.
