How it works
1. Panel
Bot posts the appeals panel (or you set panel_message_id) with ๐.
2. Open
Reaction opens a private channel; case note is written; optional log channel is notified.
3. Close
Staff or member types !close when the review ends.

Is this the same as tickets?
Same channel shape and !close; separate config and emoji so support and appeals do not mix.
